Utility Related Services

MARS has extensive experience integrating our water resources expertise with utility construction projects, providing a wide range of services related to stormwater design and permitting. MARS has facilitated the construction/completion of hundreds of utility projects, including substations, ranging in size from less than 0.5-acre to greater than 10 acres; gas and electric distribution projects; and electric transmission line projects. We understand the unique challenges presented by utility projects and use our experience with environmental regulatory requirements, water resources, and construction to create functional, low-maintenance, cost-efficient designs. We often collaborate with larger design and permitting teams, working hand in hand with electrical engineering consultants, as well as client environmental, real estate, and engineering staff. Our services range from high-level site screening to permitting, design, training, regulatory compliance, construction support, and long-term facilities monitoring. Specific MARS capabilities related to utilities include the following:

  • Preliminary site review during the siting process to identify regulatory, engineering, and general site constraints early in the siting process
  • Assistance with Public Service Commission of Wisconsin applications
  • Preparation of erosion control, stormwater management, land use, and wetland and waterway permit applications and coordination with Federal, State and Local regulatory stakeholders
  • Analysis and design of erosion control plans for linear projects incorporating flexible construction-time Best Management Practice (BMP) selection through the use of integrated erosion analysis and GIS mapping
  • Preliminary site civil design incorporating stormwater facilities, access, and overall drainage following client design standards
  • Final site civil design including preparation of construction plans and specifications
  • Standard specifications for civil site construction
  • Construction-time services including construction observation and permit compliance documentation, working as part of the construction team to expedite environmental decisions, minimizing environmental impact utilizing cost-effective solutions
  • Development of standard erosion control practices and procedures
  • Training of key staff and contractors on stormwater management and erosion control principles and company standard practices and procedures
  • Development and implementation of long-term stormwater facility monitoring and maintenance plans
